IntroductionBackgroundAs explained in the main page about this project, Welney Parish Council embarked on a major project in 2005 to replace the Parish's two poor-quality and loss-making buildings - the Parish Hall and the Pavilion at Welney Playing Field - with one new all-purpose Community Centre. The decision was also taken to build the new facility at the Playing Field because that land is owned, in effect, by the Parish, and is therefore rent-free, whereas the only realistic option, the Hall site, is rented from the Environment Agency, as is the Hall itself.By 2014 the Council were no nearer achieving their goal than 8 years previously and authorised a group of parishioners to take over the project. That group, the Welney Pavilion Action Team, were "charged" by the Council with obtaining funds and designing and commissioning a building on a "turn-key basis", subject to Terms of Reference and two appointed Councillors as members to report to the Council as necessary. |

The team obtained funding, planning permission, and a building design which won plaudits from
funding bodies and many parishioners. Their work was however frequently critised by a number of Councillors and one or two parishiners which led to lengthy claims and counterclaims published in the Welney News and on this website. However, the new building is now almost a reality (at the time of this update, 3rd April 2016, it is in position and being fitted out, but important matters such as heating and draininage have yet to be finalised.) A management committee has been formed, events are being organised, and a formal opening planned for May 2016. Details of the above and photos of new building to follow as time permits. |
